Texas Governor Greg Abbott, a Republican, signed the law in June, making Texas one of at least 20 states to ban gender-affirming care. The offices of Abbott and Texas Attorney General Ken Paxton did not immediately respond to requests for comment. Mainstream U.S. medical groups including the American Medical Association, the American Psychological Association and the American Academy of Pediatrics oppose the measure and maintain that gender-affirming care improves transgender patients' mental health and reduces risk of suicide. Several other similar state laws have been blocked by judges, though a federal appeals court this week revived Alabama's ban on gender-affirming care for minors.

Reggie Walton, a U.S. district judge, said the military judge who presided over Bergdahl's court martial proceedings failed to disclose his application at the time to become a federal immigration judge. That could create the appearance of potential bias, given then-President Donald Trump's denunciations of Bergdahl, Walton ruled. "This case presents a unique situation where the military judge might be inclined to appeal to the president's expressed interest in the plaintiff's conviction and punishment when applying for the immigration judge position," Walton wrote. Trump had sought to prevent top aides, including his then-Vice President Mike Pence, from testifying in that probe being weighed by a separate D.C. grand jury. Under the North Carolina proposal, elective abortions after the first trimester would be banned except in instances of rape, incest, life-limiting fetal anomalies and medical emergencies. Key to the North Carolina House Republicans' veto-proof majority is former Democratic state Representative Tricia Cotham, who in April changed her party affiliation to Republican. Abortions in North Carolina rose by 37%, more than any other state, in the first two months after the Supreme Court revoked federal abortion rights in June 2022, according to a study by the Society of Family Planning, a nonprofit organization that promotes abortion rights and research. In the six months after the ruling, there were 3,978 monthly abortions on average in North Carolina, up 788 from the average in the two months beforehand, the society said.
